Abstract: The theories of second-moment and H -L which have been used widely in the engineer-ing structure are analyzed contrastively. The fatal problem of the H-L theory in the non-linear field is found. The fatal fault is that the theory of H-L is unfit for the reliability design of high non-linear mechanical elements.

Key words: the stress and strength interference theory, the H -L theory, the second-moment theory
